Once all HST config nodes have been loaded, the container becomes suited for serving visitor requests (aka can be added to the load balancer)

To be able to detect all hst config nodes have been loaded, we'll need something similar to

HstServices#isAvailable

For example something like

HstServices#configurationNodesLoaded
