500 error after HST model building fails

    Description

      When the (intial) HST model building fails, it looks like it doesn't recover and the HST keeps ends up in an error state.

      The following error is observed:

      04.05.2018 10:03:10 +0000 [Thread-4] ERROR [org.hippoecm.hst.site.container.DefaultHstSiteConfigurer.initializeComponentManager():301] HstSiteConfigServlet: ComponentManager initialization failed.
      org.hippoecm.hst.configuration.model.ModelLoadingException: During building the in memory HST model, the hst configuration jcr nodes have changed.

      This has been seen with 12.2.0 & 12.2.1, with different projects.
