"UriEncoding" not supporting russian

When trying to add a new russian translated folder and giving the folder a name in russian: "устойчивости" . It doesn't Url encode (the second textfield) . Class StringCodecFactory.UriEncoding isn't prepared for this.

Plus, you can't even add it manually

Nor chinese: 可持续性

I guess some chinese url's are already converted to latin:

http://www.sina.com.cn/ (al url's can have latin translations)

We could also convert to pinyin (fonetic alphabet) (and normalized)

When you "manually" ad the pinyin of 可持续性 (Kě-chíxù-xìng) this isn't normalized (ke-chixu-xing) in the textfield.
