Translation Dialog URL name doesn't work with all multilingual characters

    Description

      When translating a document/folder etc with strange multilingual characters (устойчивости). The url name generated is showing question marks "?" (when enabled iso91...... encoder else it's showing nothing)

      Workaround: check the checkbox 'edit'
