Initialization processor should not create content root if it is missing

When a content file is bootstrapped on a content root that does not exist, it is created automatically (as node type nt:unstructured). This implicit creation is undesirable. For instance it beats attempts to create that node by subsequent bootstrap files that are dedicated to create that node.
