Importing of XML content should not fail on incompatible namespace definitions

Checks for namespace compatibility between the namespaces declared in the xml and the namespaces registered with the repository should be removed. This is because many import xml files were created with different version of the repository wherein the namespace uri differed from the ones that are current. The XML export behavior should also be adjusted so that no superfluous namespace declarations end up in the xml.
