Resource Bundles: fall-back to default value

We're starting to use the resource bundles for hippo connect. Doing so, I notice that when a certain key has a default value, but no locale-specific value, the site with that locale will produce an empty string as value. I believe that it would be handy if there was a fall-back to display the default value in such cases.
