DocumentWizard: Display a default resource string when no locale specific string is available

If a locale is added by setting loginPage/@locale = [ 'en', 'cy' ] for instance, the document wizard plugin doesn't show a fallback string unless a proper localized string is provides as plugin configuration.
It would be much better to show a default (en) localized string instead.
