    Description

      This fix for CMS7-6162 is suppose to show default locale (English) when no resources are found for current user locale. This is not true in all cases.
      Steps to reproduce
      1. In console add - /hippo:configuration/hippo:frontend/login/login/loginPage/@locales = [ 'en', 'ta' ]
      2. In CMS url - select Tamil while logging in
