[Backport to release/3.0] - Cannot initialize Google Maps component when it put onto page first time.

Reproduced on HAP 11.0

Scenario:
1. Enable Google maps component,
2. Go to Channel and click Edit.
3. Click left top icon => click Componets
4. Drag and drop Google maps onto channel page.

Expected result: Dialog to setup Google maps is displayed.
Current result: Nothing happens, JS error in browser: Error: initializeGoogleMaps is not defined.

Note: Scenario from related issue 'Components using javascript do not render correctly before changes are published' should pass too after fixing this bug.
