LocaleProviderPlugin should jvm built-in Locale#getDisplayName only

Display name of languages are now explicitly included in our repository-based resource bundles. Java provides excellent built-in support for displaying names of locale-related values such as languages etc. we can rely on. In fact this is already used as a fallback. It seems not to serve a purpose that we can override this.
