Functional change - Admin user has additonal disabled buttons on a "requested document"

1. Login to CMS as author
2. Create a new document and send publish request
3. Logout and login to CMS as admin user
4. In the dashboard, on to-do list select the document requested in step 2

Expected - Admin user should be able to either Accept or Reject the request via "Request" menu. The expected behavior is in line with comment by Oscar in CMS7-7726
Actual - Admin user sees more menu options (refer screenshot)
