Functional change - Admin user has "Administration" option on offline & edited documents

1. Login to CMS as admin user
2. Go to documents and select any document
3. Edit the document and click on "Save & Close" button

Expected - The menu options should be same as 7.8 menu options
Actual - There is a new menu option as "Administration" (refer screenshot)

Note - This also happens when a new document is created and left unpublished
