Behavioral Targeting - Default value is set for all persona's while adding a new component

As admin, login to CMS >> Navigate to Channel Manager >> Select English website (any channel) >> Click edit template >> then

1. Add a new component
2. Check the value of all the persona's - it is empty (as expected)
3. Set a vlaue to one of the persona (say default) & click save
4. Check the vlaues of other persona

Expected - Empty field values
Acutal - Same value as default
