Regression - Translated document linking is broken

1. Login to CMS
2. Navigate to Documents and select any document to be translated
3. Select the language you want to translate to
4. In the translation folder dialog - define the folder/file names
5. Click ok

Actual - Newly translated document is not linked to its parent (plus sign is not shown in Translation drop-down) and user is allowed to translate the same document to parent documents language. (refer screen shot)
Expected - Plus sign should not appear on parent language and the language in which document is available. Newly translated document should not be allowed to translate to language in which the document is already available.
