Editor cannot see Publication Messages

Logged in to the CMS 7 quickstart as 'editor' and thought I could not publish any document because the display had no indication.

STEPS:

• as editor request a document to be published in the future

EXP: normally there is a message, visible next to the toolbar, that confirms the request
ACT: but there was not

NOTE:

• as author, I could verify the expected behavior
