Folder context menu: have 'Set folder sorting' option based on user role

The FolderWorkflowPlugin does not support 'Set folder sorting..' action to be based on user role. It lacks a call to isActionAvailable(action, hints) like the other actions have.

isActionAvailable may not be applicable because that goes to the document workflow, but still, the goal is to hide the folder sorting action, say for non-admins, because the sorting order is saved and affects all users.
