Author cannot create or restore xpage version

    Description

      Restore version returns 403 for author.

      In CMS-13819 and CMS-13848, it has been disabled that authors get to see the 'create version' or 'restore version' since they do not have the hint available to allow them so : this was a temporal solution, since allowing them to do so required an scxml changes

      In version 15.0 and release/saas, we can make the scxml changes needed for an author to be allowed to restore and create a new version
