Support translation of static value list items for DropDown type fields

    Description

      The current support for static value lists does not account for the potential for values to be locale-specific strings. The current model would need to be extended to separate keys and labels and to allow for lookup of labels from a resource bundle.

      This is marked as a low priority issue because it's not clear how important translation support is for this specific use case, which is similar to the component label that is also not currently translated.
