Support specifying a resource bundle ID along with resource bundle value list provider for dropdown component parameters

For a use case where a developer wants to setup a dropdown component parameter, with the list of items managed by a business user, the resourcebundle value list provider is our preferred solution. However, this cannot actually be used as-is without custom Java code, because there is no built-in mechanism for specifying the bundle ID in the dynamic component config. We should close this gap, supporting this use case without custom Java code.
