Remove all code related to "Take offline" all in folder

CMS-12074 just deletes the action from the folder menu in the content perspective.

The goal of this task is remove all related code. The reason for this split is that removing the code is backwards incompatible. If the folder options only are removed, clients have the option to add them again.
