Regression: Enter key does not work when creating new users

Steps to reproduce:

1. Open the Admin perspective and go to users
2. Create user
3. Introduce user details
4. Press Enter

This is a regression versus v11, since on 12.6 the same behavior is happening.

Expected result:

User is added

Actual result:

Nothing happens, and it takes you back to the admin perspective, and no user is added.
