Fix button order throughout admin / user settings

Across the 3 areas of users, groups and permissions there are a number of actions a user can take: Edit user, Delete user, Create user, Delete group etc. These actions ask the user to reject or confirm their action before it is applied; the button positioning in each of these cases displays the negative option on the left, and the positive on the right: (e.g. CANCEL  +  OK)

• Edit user
• Delete user
• Set password
• Create user
• Delete group
• Create a new group
• Edit the group description
• Delete role-domain combination
• Delete member

NOTE: there may be others so please double check across users/groups/permissions
