[Backport to 12.3] Refactor AngularJs page directives to components

Due to recent backports CHANNELMGR-1943 is now present on branch 12.3 so we need to backport this.

As the third step in the plan to convert the Channel Manager to Angular we plan to refactor AngularJs directives to components. This user story is about all page related directives:

• channel/page/actions/properties/properties.directive.js
• channel/page/actions/new/new.directive.js
• channel/page/actions/copy/copy.directive.js
• channel/page/actions/move/move.directive.js
