Publish option is displayed in visual editor if offline document is added to a project

• In the content perspective, take a document (that isn't part of a project) offline
• Open the CM on a page that displays the document (for instance using the VIew menu)
• In the CM switch to a project in progress. 
• Click the edit content button for the document
• The visual editor appears showing a panel explaining that the document is not part of the project and must be added before it can be edited. In this panel click ADD TO PROJECT
• The visual editor appears with a PUBLISH button on the bottom right.

However, because it is part of a project, publishing is not allowed. A disabled SAVE button should be displayed instead. (Which is displayed if the visual editor is closed and reopened.)
