Create REST endpoint for document workflow actions

Create REST endpoints:

@POST
@Path("workflows/documents/{documentId}/{actionName}")

executes a workflow action
actionNames: publish, requestPublication, cancelRequestPublication

@GET
@Path("workflows/documents/{documentId}")

returns all workflow actions this user has for this document action
