Regression: Document revision history menu item not visible when document has no unpublished variant

In 7.8 a bootstrap document that was never changed has a menu item Document/Show revision history... that opens a dialog with an empty revision dialog.

In 7.9 the revision history menu item is not shown until the document is changed and has an actual history.

Expected: The revision history menu item to be visible and enabled.
