Remove future workflow invocation chaining

It is currently possible to "submit" workflow invocations to workflow invocation handler modules. The only use case we've seen, however, is to submit such invocations to a quartz scheduler.

The workflow manager / context can probably be simplified significantly by removing this functionality.

Note that, in addition to the Date and CronExpression handlers, the embargo plugin registers a Calendar handler.
