Regression: a depublished document cannot be published again until edited and changed

The current workflow check if a document can be published only checks if the lastModifiedDate of the unpublished document is different from the published document (or no published document exists).

However, when you depublish a document, it is copied to the unpublished document, including the lastModifiedDate. Which makes it non-publishing because of the above rule, until you edit AND change the document first.
