Guard against OOM when having duplicate translation ids

    Description

      I could not find an existing product issue only customer issues.

      In case a developer makes a mistake and duplicate translation ids end up in the repository there is a huge change the repository will be running out of memory after a ramp up period. We need some safe guarding for this. (logging on ERROR level should be enough I guess)
