Make starting a rmi repository server and binding it to the registry optional

    Description

      Currently the RepositoryServlet always starts up a remote repository server and binds it to the RMI registry. There is no way to configure to skip this step. We should add a configuration parameter with which to control this behaviour and make the default to not start up such a remote server.
