hipposys:passwordmaxagedays should not apply to system users

    Description

      System users are generally not human users and do not have the ability to reset their passwords.
      They can't login to the cms, so won't see that their passwords is about to expire, or that their password expired.

      Especially the latter makes these cases hard to debug. System users passwords should not expire.
