Implement lock keepalive for long running jobs

With the new bulk workflow operations scheduled jobs may take a lot longer to execute. Currently the quartz-based repository scheduler takes a lock with a timeout of 2 minutes on the job node. After that, either the job is assumed to be either finished and rescheduled or finished and removed. For bulk workflow jobs this assumption may is no longer reasonable.
