Make repository run with JRebel out of the box

When you try to use JRebel with some repository artifacts cargo doesn't start up properly because it cannot find the manifest files that define the repository modules. We can provide manifest files in resources for this. The manifest files in resources won't override the manifest files generated by the jar plugin.
