Log handle UUID to event bus and repository event log

Add the uuid of a hippo:handle for a document in a workflow action to the hippo event and log it to the repository.

The handle uuid is stable, whereas the document uuids will change when workflow is used. This makes it suitable for indexing, as it then becomes easy to query e.g. for the workflow history of a document.
