Allow to configure reloadonstartup version per initialize item

The version number that is inspected in order to determine whether reloadonstartup initialize items should be reloaded or not is now configured in the module manifest and applies to all the initialize items in the module. This does not allow selection of individual items in the module to be reloaded but means that all reloadonstartup initialize items in the module will be reloaded when the module version changes. In order to allow reloading on a per-item basis add a property to initialize items that overrides the module-wide version.
