Use of EventLoggerImpl is hardcoded in WorkflowManagerImpl

We need to work on an alternative implementation for the EventLoggerImpl that needs to run against the 7.7 GA without changing the current EventLoggerImpl. For this we need to be able to plug in a different implementation.
