Simplify the hard to read variant reshuffling in the HippoLocalItemStateManager and fix cache checking

This is a simple improvement for the currently very hard to read and understand variant reshuffling below a handle. It can be so much easier.

Also if the nodestate is already in local cache, return that nodestate instead of a new one. Also note that we are not sure the LISM cache is actually needed at all!
