(de)publishBranch should be disabled for 'master' if there is a Request outstanding

At this moment, (de)publishBranch can be enabled for master while there is an outstanding request. This is incorrect. Note that with outstanding request however, (de)publishBranch for, say, branch 'foo', can still be enabled
