Description
when the exact same version is already in version history, there is no need to create a version.
this also holds true if for example a document gets published, and then directly depublished: Creating an extra version in this last step is pointless.
This also holds for, say, checking out a branch : Only when the unpublished is different than the already present versioned equivalent, it needs a new version.
