Core is not going Offline when Core is edited and has a branch

Steps:

1. Create a Project and associate a Channel and a document with it.
2. Go to CM, browse to document and switch to Project
3. Edit the document, Save and switch back to Core
4. Edit the Core document and save.
5. Go to Content Editor and browse to document.
6. Take Core Offline.

Issue : Throwing erro org.hippoecm.repository.api.WorkflowException: Cannot remove label 'master-published' because it does not exist
