Branch not published after republishing a branch

Steps to reproduce:

• Create a project
• Create a new document and add it to the project
• Create a channel for the project
• Open the branched channel,  add simple content component on home page and add the new document to it.
• Complete the review and start campaign
  • expect (and actual): document visible on home page in site
• Stop the campaign
  • expect (and actual): document no longer visible on home page in site
• Start the campaign
  • expect: document visible on home page in site
  • actual: document not visible
