Fix eforms breakage from CXF upgrade

    Description

      Upgrading CXF from 3.1.15 to 3.2.4 caused downstream damage because the cxf testutils project now pulls in an additional geronimo.javamail dependency. We must exclude at the source in the repository-test-utils project.
