Support publishing a branch document to version history

When putting a campaign live and it contains a document we can have two situations

1) There is no live version in workspace yet. In this case, the document needs to be published (and the right version label needs to be set on the versioned history node)
2) There is a live (core) version already. In this case, the document won't need publication, but only a 'live' marker in JCR version history.

We need extra workflow that handles this.
