Content nodes may be exported into upstream modules incorrectly

Assume there are two bootstrap modules, one upstream (apply first) and one downstream (apply second). When auto-export exports the creation of a content node, which is the child of a config node defined in the downstream module, but the auto-export configuration doesn't explicitly "claim" nodes at that path (-prefix), the node gets incorrectly exported into the upstream module.
