Author can no longer make a publication request of document after upgrade from 10.1 to 10.2

Steps to reproduce:-->
1..Follow upgrade steps mentioned in RD-3114
2.Login to cms as author.
3.create a document (news..) .Save&close it.
4.Now click on publication in toolbar.
5.click on publication request.
6.error occurred in dialog is shown.
