Register new cluster node as up to date with the current global revision

    Description

      Currently when adding a new cluster node the complete journal table is read and processed. But when a new cluster node is added there is no local state to update on the basis of the backlog of journal entries, in other words, the cluster node local state is up to date with the current global revision.
