Event Bus does not broadcast any event when editing or saving document with DefaultWorkflow

The Selections Plugin adds a "value list" document type which does not have a publication workflow, hence it uses the default workflow.

When editing or saving such a value list document, no event is broadcast on the event bus (as is done when editing or saving a 'normal' document).

Other actions do trigger events, e.g. renaming a value list.
