Description
This is too risky. If a deploy happens that accidentally misses a content jar, then the next time the mistake is fixed then the initialize items are bootstrapped anew. Instead we should mark initialize items that are not in the bootstrap content with a property so that we can identify them and not mark them as downstream from reload items.
