Set context paths property during loading of initialize items

In REPO-1084 the limitation was fixed that in some cases delta combine initialize items would not be resolved as downstream from the reload item. This fix however depends on a property that contains all the context paths of the initialize item. This property is now only set when the item is actually applied. But when upgrading a repository the items were already previously processed and the property is not set. Therefore the property must be added while added while loading the initialize items.
